The trouble with such statements is that they are of no significant value in relation to individuals. Whilst it may well be true that licensed drivers driving licensed cabs are, 'in general', better/safer, a particular licenced driver driving a licensed cab might be much 'worse' and much less safe than another particular one who was unlicensed and driving an unlicensed cab.

Only 'personal recommendation' (from people you know and trust) is really the answer - whether one is talking about cab drivers or electricians!

This is pointless.

The fact is, as is evident to anybody who takes the trouble to look at the requirements for joining one of those schemes, the least likely thing it guarantees in its own right is that the person will actually be any good.

Get over it.
 
The best way to find a good domestic electrician is usually to start by asking friends and neighbours for a local recommendation, but look at samples of their work as most householders will not be able to tell how good he is unless he makes glaring bodges; but also verify that they are members of a Competent Persons Scheme which means they are qualified to do the work.
