a) to damage undersea communications is a clear act of espionage or sabotage.
whereas b) tankers, or any other commercial vessel, ignoring embargoes have a right to ignore other countries embargoes.

Make our ally's ships pay a toll for using that bit of water. Threaten to attack them if they don't pay. Only allow our allies to use it.
