Rustoleum paint for plastics

Hi I want to paint some PVC windowsills which have discoloured. I bought a tin of the above paint Rustoleum Universal All surface paint but I am struggling to get a smooth finish. The paint is drying ectremely quickly - in minutes actually which means the paint is dragging and I am having paint brush marks - something I detest. Can anyone advise please? It is already pretty thin stuff so dont think I can put any white spirit with it to thin it.
Has anyone used this or can anyone suggest an alternative?

It is not something I have ever tried doing.

AFAIK, PVC paints are normally 2 pack paints. As two pack paints they are not suitable for domestic users given that the catalyst is isocyanide based which is pretty dangerous when atomised.

I would recommend calling Smith & Rodger (who are in Glasgow, but whom I have used previously and highly recommend) https://www.frenchpolishes.com/shop.html
. I know that they sell some 2 pack paints that can use retarders to enable you slow down the curing process, enabling you to use a brush if required. I do not know if they sell any 2 pack paints that are UV safe and can be used outdoors though.
