Safe to use cable reel for Xmas lights?

I have a Masterplug 25m 4 socket cable reel with RCD safety plug and "super flexible arctic cable". I would like to use the cable reel to attach up to 4 sets of outside Xmas lights. The label on the cable reel says it is not to be used in the wet. However if it is plugged in indoors (in garage) and I position the reel itself and all the plugs and transformers for the light sets under cover in a dry place so that only the cable itself is exposed to the elements would that be safe?

Can't see why not the cable is artic grade and the plug has an rcd. How dry is your dry place ?
