Safe to wallpaper over?

Was redecorating and saw this between doorframe and wall, does it look like asbestos? More fibres sticking out up the wall. Planning on wallpapering over it.

Looks more like woodchip to me, can't see you wallpapering over that very well. can you do a picture from a bit further back that les less blurred please?
