Safe Zones

I have a question regarding safe zones. I'm not going to do this I just want to see what is/is not possible.

Look at my drawing. If I lower (socket 1) to bring (socket 2) into the safe zone, (socket 1) would end up inside a kitchen cabinet!

Or does the fact that socket 2 is on the wall mean it creates a safe zone of its own to the left/right up/down from itself? Thus telling people not to drill accross up nor down from it?

It's fine as it is. The sockets each create their own safe zones.
