Safe zones

In a conservatory with a dwarf wall, is the area under the window sill classed as a safe zone the same as the top of a normal room wall ie. the ceiling?

Not in my book, but just been watching TV programme where the presenter was advising that putting cables in the cavity was ok & supposedly rectifying a cowboy electrician's work. They did not show how their expert actually did the work, but it certainly did not look as though he channelled the floor or used metal conduit. Just thought maybe there was something I did not know.
