Samsung RS21DCNS fridge freezer

Hi

I have a samsung RS21DCNS fridge freezer american style and the water tank in the bottom has frozen up and the water has stopped working. The tank has split due to it freezing, i was just wanting to know if anyone knew why it is freezing in the bottom of the fridge.
