My guess would be a deck for the top floor - presumably that weird crows nest thing right at the top isn't working for them.
 
Man that is ugly! You have to love the one sitting central on the window opening too.

It might be fake but its definitely one of the photos on a Rightmove listing. Not sure why an EA would leave it as is if it didn't exist.

Understandable though in this age of AI, photoshop etc to think that. Dunno maybe you'll turn out to be right but I don't think so....
 
That's very odd. But there's also something strange on top, and next door too.

Check the planning records. I'm wondering if they were supports for a roof over the balcony, and planning was refused after they'd already started.
 
I'm surprised planning consent was given (assuming it was).

Alternatively just fall protection for the roof.
They put rails all over my old building at work, it was built in WW2.
Massive footprint, single storey but maybe 3.5m high

Just before covid, they stuck on rails all over and three years later knocked the whole thing down.
 
Buy it, remove them and let us know what happens...
