How many £'s have you been quoted for scaffold ?
Looks like a straight forward job,had a similar outside repaint and including scaffold last year,was £900 cash all in.West London area.

It's a straightforward job, but at London prices, only a scaffolder can give you costs. It's on your land, so there are no council fees, and you might find someone flexible on their prices.
I suppose I can get one of these from HSS:

And rope it to the 2nd floor window pillars using mountain rope and then go up and use a roller on a pole to do under the gable.

If the scaffolder is in the cafe in the morning,i will ask him 
For a few reasons thats a scaffold job. A professionally erected & dismantled scaff.
Dont attempt to DIY fool around with a tower.
OP, there are a number of other remedial issues in your pic - if you want comment on them then just say so?

Asked our usual scaffolder £400 for 3 weeks,you will have to provide adequate adjacent parking during erection/removal. Also think about correcting other faults while the scaffold is up,

The RH side of the roof is butted against a parapet, & looks to be "flashed" with S&C pointed-in tiles - lead flashing should have been used (like the LH parapet side) but if there are no leaking problems then fine, leave alone.
The RH fascia is showing water stains - the roof edge/fascia/ gutter might need looking at - esp at the outlet to the bay gutter.?
The LH side of the roof/dormer has a valley rainwater outlet (possibly, some kind of sheet lead detailing) into what seems like a 11/4" waste thats acting as a chute discharging into rusting down pipe fittings- this arrangement might be worth checking out?
Coming from the front bedroom & the dormer there are two waste pipes discharging into two hoppers.
Are there a couple of fixtures (basins?) still in use?
Wood barge boards should be probed for rot - the RH trim has peeling paint.
The facade looks to be in terrific condition for its age &, except for inappropriately painting it white, the elevation is original - even the garden wall & gate post(s?).
Perhaps, pre WW2 there were black painted iron railings on the garden wall?

Looking at it, it is not easy to paint without scaffolding. Last time the scaffold cost £600. Paint £60. It's a bit ridiculous, and also I have to think long term, every 8 years or so. Too much.
So how ?
Well this is what I have come up. Harness and rope is about £60. Then hire a 9m ladder from Hss.
From the top window I could paint most of the top wall and inner gable, securing myself with the harness.
The 2nd floor can be painted from a ladder and the if necessary (it's not that high) I could tie the ladder to the two window pillars on the bay, and also finish off the bottom of the 3rd floor face with a roller on a pole.
Leaving the outer face of the gable and the spire, these are the difficult bits.
Well Getting the 9m ladder and resting it on the apex of the gable : opening the 3 bay windows at the top and lashing the ladder through the windows. Having a man hold it at the bottom. Then going up and tying myself on to a secure line coming through the top window. Then going up and painting the gable's outer boards and spire.
Should be do-able.
But ... yeah it would be good if it was easier. On this road only 4 houses out of 50 have a similar nightmare.
