Hi Hope you can advise, how often should a central heating be drained down and cleaned ?
Also I live in a very hard water area . Could I use clean filter rain water to fill the system.

Take a Water sample from your system & send it to Fernox (Sample bottles and Pre paid envolope for sample availible from Merchants or Fernox £20) they will send you a report and recommend what needs to be done.
In general unless you are having problems with your system, there should be no need to do anything other than make sure that the Inhibitor is at the correct strength.
There is no advantage using rain water to fill a system as this is very dirty water, and even in a hard water area scale wont be a problem in "closed systems" as once the initial scale has deposited, the water has no further scale to release
