Scantronic 9651 battery fault

Hi can anyone help me. I have a Scantronic 9651 alarm at home which is giving me a battery low alarm. When silenced it will return within ten minutes. I've removed the cover and tested voltage on battery which is 13V but I have no voltage on leads. Does this mean the panel power supply is faulty therefore new panel required.
I installed alarm about 7 years ago. I'm an electrician by trade but don't really do alarms other than for a few for friends and family. So I have some knowledge of them.

No just replace battery , just because it has 13v it may have no ah capacity, you will find the later 9651 panels disconnects the voltage from the battery under no load...
 
No voltage on the battery leads may point to the battery fuse being blown.
