I assumed the fact that I’m draining it to a soakaway within my garden means it’s suds complaint

Not neccesarily. SUDS legislation applies to the whole make up of the driveway from the sub base to the type of block used.

The requirement in this context is that rainwater goes into the private ground - via a permeable surface or soakaway or the adjacent soil. There is no requirement for a SuDS compliant system.
