Our useless decorator has used some type of scrim or tape where there was plaster defects, ie bits cracking off, on the walls and you can see the bandage-like texture showing through the paint, in some cases the end of the threads. Does anybody else use this technique? If so, how is it supposed to be done?

You really did employ a cowboy did'nt you it by your description does sound like scrim and the only cure would be to remove and fill the areas, sand mist and carry on with your decorating, Impossible to offer you the correct advice without knowing the extent of the damage.
