Seal Electrical Holes Loft

Can you seal around light fittings and the gaps around the bathroom extractor fan hole from inside the loft, is this best done with silicone sealant and if so should I use a specific type?

Yes, use decorators caulk, don't use silicon because it cannot be overpainted - if that was needed.
