Sealing Block Paving

I have recently power washed my block paving and am deliberating whether to use sealant or self sealing sand. Unfortunately there is a lack of drainage in the surrounding area so I am concerned that once the joints are sealed there is nowhere for the rainwater to drain to creating puddles?
Does anyone know whether sealing allows the joints to remain porous and therefore give the water somewhere to drain or am I doomed whichever method I use.
My other problem is a significant part of the paving area is actually a shared road with neighbours and keeping them from using it for the necessary drying time will prove difficult so my preference is self sealing sand ?
I'm a forum & DIY novice in need of some help and sanity :cry:
