Sealing joint between floor and wall

I've just moved and the garage in the new house leaks. I've traced it to a leak between the floor and the wall.

The garage is a concrete base with the walls built on top. At a few places the joint isn't seal properly and water is coming through. The wall retains next doors garden to a height of about 12 inches, but it isn't damp it just leaks at the bottom.

what can I use to seal the joint? silicone sealant or some sort of mortar?

If it's retaining about a foot of the neighbours garden, then your always going to have problems with it leaking. Dunno if sealant is the answer here. I'd have thought you'd have to dig down to below floor level (on your neighbours side and put in some sort of DPM before filling it back.
