Sealing sleave to wall

I know cement is usually used to seal a plastic pipe sleeve to a wall. However this will not key vey well to the plastic and I suppose could be prone to cracking. Does every one use cement so some form of mastic?
 
If the wall outside is neat, eg core drill hole, I would use frame sealant ( brown to match brick ) to make good and decorate caulk for inside wall.

If the hole is too large, sand and cement is the way to do it.

Depends if it is a gas pipe that has been sleaved , must be sealed with heatproof material if this is the case
 
Heat proof material for sealing the sleeve to the pipe. Im on about sealing the sleave to the pipe wall
