A heating engineer has told me that the header tank from my central heading should have an overflow draining to the outside. At present it would drain into the cold water tank if it did overflow. I am reluctant to have a hole in the fascia board etc. if it is not strictly necessary. Would appreciate some expert advice. Thanks

Not good to have CH water mixing with your hot / cold supply as you will be washing yourself with chemicals. :(

Does your other tank not have an overflow pipe you can run the new one alongside. :?:

Not sure if you are allowed to tee into this.
