Selling my house - no NICEIC

As some comments suggest already, I'd just go with telling them you don't have a certificate for the work, and if you consider it worth the cost to get the sale go through, get a periodic inspection report. I would not, under any circumstances, get building control involved to try and get any sort of building regulations certificate, or you'll end up tied up in red tape between them and the lawyers.
