Separating heating zones vs smart radiator trv’s

Hi all

I currently have 3 zones; upstairs CH, downstairs CH and HW. As my system is old and looking to upgrade the whole system what are the thought about zoning vs smart trv’s?

I currently have 17 radiators over 3 floors and will be installing an additional 5 as part of house refurbishment. Not all rads will need smart trv’s (like bathrooms)
