Do you think it could be anything to do with the downstairs rad needing to be on to push the hot water through the system enough to heat the upstairs rad?
I doubt it unless that’s the way it’s been plumbed in, which would be very odd, especially if it’s worked previously. It’s kind of how zonal heating works, thermostat calls for heat, zone valve drives a motor and opens the valve, microswitch is activated, boiler fires up sending heat around that circuit only, unless there’s a fault on the other zone valve.
