Septic tank and soakaway replacement- warrant required?

I'm looking at purchasing a house whose tank and soakaway appear to have failed.

If I replace the tank and soakaway, will there be any need to involve the council? I'd really rather not get bogged down with permissions and fees if I don't have to. I have a friendly civil engineer who will design and spec the system for me so I have no worries about it not being up to scratch.

Council may wish to inspect for Building Regs approval, and your other concern should be the Environment Agency. Unsure as to what they actually want at the moment, registration of a septic tank discharge appears to be on a voluntary basis at present, but this may change later this year. Think it would be wise to speak to the EA prior to doing any work, get it right the first time, it'll be expensive to alter it afterwards...
