When digging down for a foundation and you come across service pipes like gas and water, how are pipes protected for when the concrete is poured in for the foundation?
 
Sleeve 'em.

How and with what?

Either use a piece of soil pipe, rain water pipe, 40mm waste pipe, whatever. Cut it to length then cut a slit in the pipe so that it can be fed over the cable/pipe. Then stuff a plug of fibre glass insulation or foam the ends, to seal 'em. Lastly. wrap some duct tape around the pipe sealing the slit.

i would move a service pipe rather than bury it in new foundation
PS if gas service is plastic you cannot have it inside a property so it must be moved

For gas yes, it is a legal requirement.

For water or electric, just sleeve 'em, as passing through a foundation is no worse than any other stuff that is passes through and makes no difference to the service.

Moving these is a pointless expense.
