Shared felted Garage Roof

I have a shared garage to the rear of the property . 4 years ago this was re-felted due to leaks. My neighbour at the time declined to have his half done. My roofing contractor overlapped neighbours roof by about 300mm which I gather after some research is quite normal. Move on 4 years and my new neighbour has decided to demolish his half of the garage and install a large concrete garage 500mm from the boundary line. I had no objection at the time, asking only that the roof be finished off and made watertight. New neighbour now states that, as we ovelapped into his property, he has no further obligation to me. Can any roofers confirm whether it is common to overlap new felt slightly and are there any suggestions as to where I go from here.
