Shed base - Levelling advice

Fellow DIYers!!

I am planning to prepare a shed base (for Keter 8x6 shed) in one of our garden corner with ecobase plastic grid system. Our garden is a level up compared to our neighbours (attached picture). Before I go ahead, want to level the ground. Being a novice I want some advice to avoid disputes with neighbours.

If I want to raise the bottom to match to the top, can I raise it just few inches below the wooden fence or it rain water would run off into neighbours? A wooden retaining wall would help?

Levelling it would make less run off rather than more. but if you're neighbours are prone to disputes, if you want to support your land you need to check it's your fence.
