Shed roof damage............

Well the recent storms have ripped a layer of felt off the shed roof, which now obviously now needs some attention. A mate at work has recommended that I get some cold bitumen and coat the roof in that first, before nailing down a fresh sheet or two of roofing felt to finish off - is this the recommended way of going about this job?
