Sheds in Blocks of Flats

We are thinking of replacing a shed which was in situ prior to when the blocks of flats was built. Does anyone know if planning permission is now required to erect a replacement shed made of non-combustible material in the yard of a ground floor flats?
 
Flats don't have permitted development rights for garden sheds so technically it would need planning permission to replace.
