Should the carpet underlay go over the bullnose of the top step?

I'm about to fit a carpet runner down my typical victorian terrace staircase. The treads are nice and thick and have a bull nose. (see pics attached).

I suppose I will roll the landing carpet tight round the bull nose of the top step, cut it where it meets the riser and use cut tacks to secure it to the underside of the bull nose. I.e. I'm not planning to have the landing carpet covering that top riser. The runner will then go from the top of that top-most riser and then down the stairs.

You can see from the photos that the carpet fitter cut the landing carpet with plenty of excess to roll over the bullnose of the top step, but he's cut the underlay pretty much flush with the start of the bull nose.

Is it acceptable to wrap the carpet round that bull nose without extending the underlay, i.e. so that the carpet is in direct contact with the wood of the bull nose?

Would of been better a inch on that underlay. Easy fix though if he’s left some underlay.

Yep - got some underlay cos the builders didn't get the staircase finished in time so the carpet fitter left the runner and the underlay for me to do.

What's the best way to do this? Should I cut some of the landing underlay away so the join isn't right at the top of the stairs and so that the extra bit starts on the flat of the landing? Or do I literally just cut an inch strip from the spare underlay and try and fix it on to the underlay that the fitter has put down? Do I need to tape or fix underlay together, or does the extra bit just get butted up and then stapled.

Cut a foot back and duck tape the joint. Should be good to go then
