Shovels in 25kg bag

Hi folks,
I am laying a base for my 14'*9' timber shed that I am going to make the weekend, in the past I've always bought my ballast in bags due to limited access, however this time I've managed to get greedy bag around the back. I intend to do a 4:1 ballast mix, but I don't know how many shovels are in a 25kg bag, IIRC there use to 16 in a 50kg bag is this correct?

Dunno, but for accuracy measure your amounts out in level bucketfuls. oh, and beg/borrow (but don't steal!) a cement mixer from someone. ;)
 
I have a very old 5/3.5 electric mixer, normally takes 250kg at a time

which amounts to 8 ballast and 2 dust
