Shower mixer shelf repair

Hi,

I have a shower mixer shelf and the coating is starting to come off. Before I replace it, I wanted to see if it's possible to repair.

I'm not sure what the coating is but have attached a couple of images. Hopefully that will help.

Any ideas would be greatly appreciated.

Looks like it's bubbling all over, replace.
