It would make sense were it not the case that your boiler is a system one and that you have a gravity fed cylinder.
So, to clarify (I'm probably missing something) - Scottish Water came and managed to install a new mains supply to your flat, with one spur going to the cold water tanks (the storage tank and the FE tank) in the loft, and the other to a hand basin and the cistern in the toilet?
No, Scottish water only installed the new Toby, then I had to get the other company who ran a new supply. If you can picture my flat it's above a shop, my neighbours flat is above another shop (barber) our two flats are joined but between the 2 shops below are 2 access pathways, one which access the gym to the rear of my flat and the other is access to my flat. All 5 properties are connected to the same supply but the gym and the owner of the unused shop did not want connected to the new supply so the company ran the new supply up through the barber shop, through my neighbours flat, into her loft and then into my (2nd) loft and down into the wc, they did not go near the tanks(in the 1st loft) so the new supply only works in the wc as they had no idea how to get the water either to the tanks or to supply the rest of the house from an another point.
