shower with low pressure and cold!

I have combi boiler with a tap/shower mixer that was installed 2 years ago. it has been working successfully producing a good temperature and pressure up until the last month, we have been having intermittent issues with it. on occasions when we turn on the hot tap we get little or no water i have noticed that the boiler does not turn on downstairs. the cold water always flows at a good pressure. However sometimes the heat and pressure is fine. The hot water tap downstairs works fine with no problems.
does the problem lie with the plumbing or boiler?

it could be just the tap washer or tap gears
