Silicone sealant problem

Hi

The waste pipe from my washing machine goes outside and into an 11cm drain into the ground. I recently replaced the cover on the 11cm pipe as it was perished. There is now a black rubber cover in the pipe with washing machine pipe passing through it. In order to stop rain water collecting on the new cover, and to make it look a bit better, i cut plastic circle which sits nicely in the cover and have sealed around the washing machine pipe (no probs) but the sealant around the edge of the circle (between plastic and rubber) is not setting properly and becomes discolured. I have been using standard bathroom sealant.

Should I be using something else?
