I’m making a simple step for the front door.

Two courses of house bricks with a couple of 45x45cm paving slabs on top.

What should I use for a base? MOT or does it need concrete? And how deep?

A shallow concrete 'race' will do. By the time you have filled the void solid, and solid bedded the slabs, it won't budge. Save some of the mortar for the slab bed on the bricks. The remainder can be sharp sand bedding.
