Simply switch handles?

Hello all,

The father in law has a problem with three UPVC windows in that none of them will open despite the handles' seeming to open fine. When you push the button and turn the handles they turn ok but its almost as if they are no longer attached to the spindle.

All of the windows are the horizontal bar shape type similar to this (but fitted horizontally)

Does this sound like crap handles and a simple replacement of handle job for each of them?

Take a handle off and see if the spindle is attached
 
I didn't even realise they could come out of the housing internally. is this a common problem?
