Single Ply Roof Blisters

The image shows what I believe is a pvc single ply membrane on a newly built kitchen extension. It's on a property my friend is proposing to buy. Their survey report makes no comment on the evident blisters.
Are the blisters serious enough to ask the seller to get the roofing contractor back to relay this section of roof?

The blisters, whilst unsightly are probably fine providing the membrane is intact. Probably a result of moisture left in the roof beforehand or poor adhesion.

If a warranty comes with the roofing work, then the legal advisor needs to have sight of it and confirm if the blisters will affect any warranty.

Otherwise, these are not a significant concern.

It's not clear if those lines are folds or laps. It would appear that some should be laps, but they do not look like laps. It looks like its EPDM, and if so that is normally laid as a big sheet with minimal laps - laps are weak points. So essentially, there may be question on the installation generally and long-term performance.

Thanks for the replies. I think the answer probably lies in whether the work has a meaningful warranty i.e. 3rd party insurance backed.
If it doesn't, and it were my decision, I'd be concerned about whether the expected lifespan of a roof which is already blistered from new might be compromised.
I suspect that it wouldn't be sufficient to deter my friend from buying a property she's very keen so I may suggest she explore whether her solicitor could seek some form of indemnity from the builder who is the seller.
