You need to provide mechanical extraction.
There is no minimum B regs requirement unless your are removing an existing downstairs WC as part of the work.
If the WC is new you are making the situation better than it was before.. Mechanical extract would be required and if there is no opening window it would require a 10 minute over run linked to the light switch.
