skimming over existing finishing plaster

hi all

i recently boarded and skimmed a wall but im not happy with the results. Im planning on putting a thing coat over the top to tidy it up (in the daylight this time).

What ratio of water to PVA should I used prior to skiming should I use?
I was thing 1:3 but didnt know whether to use even more and go for a 1:2.

1:3 fine, skim whne tacky.
If PVA dries too quickly, let it then apply anopther coat
