Skirting board draughts

my bedroom seems to be very cold and i seem to have a draught from the corner of the wall where the skirting board joint is exactly tight! .The also seems to be a continuous gap between the skirting board and the top of the laminate which also allows a draught - i was proposing - correct me if im worng to use clear silicon to seal the gap then apply a beading all round the room - or does anyone else have a sugestion

i also think this drught coming is is causing mould to start on the wall just above the skirting - ?

Silicone if you like, but most would use a decorators caulk I think...easier to apply and has some give too. John :)

Laminate edge should have been sealed with beading when laid? mold is causes by lack of ventilation, certainly not by a draught.
