Skirtingboards and window woodwork

Hello,
I would like to avoid pulling off skirting boards but was wondering how I could improve the existing ones that are quite old. Is it just matter of sanding and re-glossing? How do I fill holes in the skirting? I have pulled off loads of old wires that were attached only to leave little holes - is it just a filler job? Thank you.
Should I use a wood filler?
Also would this be suitable method of filling for window ledge and surrounding area - I have just had new window fitted and some of the wood work has been affected and needs a bit of filling - thank you!

Yes, use wood filler if think the holes are too big for the paint to fill. Great product, just harder work to sand it flat, but then I hate sanding! :) If the area's around your window are a bit bigger, I'd use a primer first to make sure the paint adheres and is uniform for your topcoats.
