skirtingon top of lamminate? recommended work sequence?

Hello, still on my garage conersion job, getting to the final hurdle, (will be updating albumon this site forthose that are interested).
My quetion.I've now had the main room plastered. I will be painting and wallpapering the walls and putting down lamintate flooring.
At what stage should the skirting board be fixed? First skirting then but up laminate to skirting or perhaps skirting ontop of laminate?

skirting on top of laminate look better than butting upto it, thats how i always do it but if you ever need access under the floor then its a pain

you must leave an expansion gap so you are better to lay the laminate 9mm short and use the skirting as your expansion
