Slate Roof and solar Panels

Hope someone can advise.

Never have I known expanding foam to be used on a roof around the fixings to the roof of solar panels.
I can see the what look like expanding foam at several points along the roof (externally) where the solar fixings are, I dont think is allowed let alone safe.

Can anyone advise what needs to be checked and if it comes under any legislation regarding the roof.

Can anyone advise:-
1. Is it good practice ?
2. Is it a legitimate practical solution to a difficulty experienced?
3. Can I still get insurance as i believe its no longer of standard construction technique?

Appreciate advice on this asap before they are paid the balance of the job.

With a proper slate roof panel system there is no need for any foams or mastics .. I would be nervous
