Sleepers on soil

I'm planning on putting down some treated sleeps as an edging to the lawn where it meets a soil area and was hoping for advice

I'm not sure if i should lay a course of stones/ gravel on top of the soil for the sleepers to sit on or use sand?
I was thinking if i used gravel/ stones then the sleepers wouldn't be resting on the soil which would seep moisture into the sleepers and would give some drainage.
The sleepers will only be 2 high so a solid base shouldn't be nessasary as i'd use the galvanised posts to keep the in place.
I'd also line the inside with a waterproof membrane then add some decorative stones inside

Any ideas?
