Slight cracks or crumbling paint

Hi after about a year of painting one of the living room walls, we start to see a crumbling effect, there's a hot water pipe behind the wall, i think its something to do with this, i think when this pipe gets really warm it's kinda drying out the paint further and further or shrinking & contracting or something making it look shoddy. The wall itself is an external wall, so i'm wondering if its something to do with that? From going really cold then when the pipe warms it shrinks n cracks? Is there anything we can put on the wall before we paint next time? Also, on another part of another wall, i think the term is blistering? on another external wall inside where the plasters painted, we're getting slight bubbles on the plaster. This is a completely different wall to the one above. Is there anything we can do for this too? Sorry for long post!
