Slight Drip

Hi Guys,

A friend has a very slight slight drip in a water pipe under bedroom floor but it is impossible to get a cutter to the pipe to cut out and repair as pipes are to close together I was advised a balloon would be the answer. The drip is minute and not constant. Would I get a balloon from a plumbers merchants? How are they fitted.

Is it not possible to get a pipeslice between the pipes?
