Did you make sure that the mating surface in the tap where bottom of valve sits was clear of debris?

It could be a faulty valve
 
I love the way SF and the other sheds mis-label $hit. They are simple 1/2 turn ceramic valves, they are not glands/cartridges or anything other silly thing and nor are they for single lever (monobloc) taps but anyway -

If the valve is passing when fully off then they are either faulty valves or not the right valves for the tap.
