Small Fence in Front Garden

When you say "fly-tipping", do you mean drunks throwing empty cans and crisp packets over the wall?

Putting up chicken wire will be an eyesore in what looks like a high-end neighbourhood.
 
By fly-tipping I mean building work rubble, bags of garden soil (from someone doing garden work I assume), bin liners of food and rubbish (from new year). I agree chicken wire will be an eye sore so decided against that idea.
 
In that case, high railings might help?
A few houses near me have walls and railings.
The trick would be to get the “lift” of rubbish too high to bother.

It was a long time ago, but my family home was built in the original kitchen garden of a Victorian house and so our front and back walls were 8-10 feet high. But we were down a lane.
 
Do you live in a side street or a busier road?
Some houses near me that have higher walls also have their driveways pulled back from the road.
By that I mean that the owner’s frontage curves to provide better sight lines.
Effectively recessed gates.
But you might need planning - it’s worth asking
