Go for the easier one first.
Take the fine filter out inside and look into the sump. Is there a black rubber flap there? If there is, get a long cable tie and push it into the pipe behind the flap and rod it out. You should get a load of crud out. Then try the dishwasher.
The metering tank is accessible by removing the top and left hand panels.
OK, what is the model number of your machine? I need it so I can have a look at the schematics.
In general, right (sorry I kept saying left) hand panel off and you'll be able to see the metering tank, at the bottom should be a hose going to the sump of the wash compartment. That's the hose that normally blocks.
Once I've got the model number I should be able to be more specific.
