Smoke detectors on alarm systems

Hi,
I would like to include smoke detectors and panic buttons as part of my alarm system upgrade.
My question is whther these will only operate when the system is armed, or whether modern panels (my system will be based on a Honeywell Flex 50) can be configured to keep detectors and panic buttons functional even when the PIR zones are inactive.

No expert here but couldn’t you incorporate the panic and fire alarm on one circuit. Panic or tamper circuit?
 
Keep them on separate zones and program the zone as Fire or PA as per the sensor function. Both these zone types are operational 24hrs a day, no matter what the set status is.
